NATURE
OF
WORK:
Work involves preparing engineering plans and specifications for road-related construction or maintenance projects and serving as project engineer on construction projects, including directing and supervising contractors and County employees. Work is performed according to Code of Iowa section 309.21 and IDOT standard specifications and plans, as well as related applicable sections and Board policy and verbal/written instructions from the County Engineer.
ESSENTIAL
FUNCTIONS:
Develops construction projects for grading, bridges, culverts and drainage including right-of- way; instructs contractors and County employees on procedures for repair of roads, bridges, drainage and culverts; supervises construction and maintenance project contracts as Project Engineer.
Inspects and supervises the inspection and testing on construction projects including material testing, construction procedures, project design, safety and traffic control, and construction staking; according to NBIS and IDOT standards, inspects bridges and culverts for condition ratings, maintains NBIS files and submits applicable reports; calculates and determines Right of Way (ROW) needs for projects.
Communicates and negotiates with landowners on ROW purchases and temporary construction easements for construction and maintenance projects.
Directs and coordinates Engineering Technicians' activities.
Supervises the work of survey crews.
As directed by the County Engineer, assists in hiring, evaluating, coaching, mentoring, supervising, and disciplining Engineering Programs and Records Managers, Engineering Technicians, Engineering Technician Supervisor, Road Maintenance and Shop Foremen, Maintenance Workers and Mechanics.
Assists the County Engineer in reviewing and approving entrance permits, oversize/overweight trip permits, utility permits, and work in right-of-way permits.
Assists the County Engineer in preparing and maintaining the five year construction program.
Participates in continuing education, including attending conferences and reading periodicals to remain current on developments in civil engineering and public works administration.
Travels throughout **MEMBERS ONLY**SIGN UP NOW***. daily and occasionally across the state of Iowa and/or out of state for meetings, trainings, and certifications.
Other duties as assigned by the County Engineer.
PHYSICAL
DEMANDS AND WORKING ENVIRONMENT:
Work is performed indoors, and outdoors for extended periods of time under a wide variety of weather conditions. Work requires walking or climbing on uneven surfaces, standing for extended periods of time, lifting 75 pounds occasionally. Work in the field exposes the employee to hot and humid or cold and windy weather, vehicle traffic around roadways, cranes swinging overhead loads, and sunshine for extended periods of time. Protective equipment such as hard-hat, gloves, ear plugs, safety glasses, high visibility apparel, and steel-toed shoes are worn in the field.
APPLICANT PREREQUISITES:
Bachelor's degree in civil engineering, preferably supplemented bya professional engineer's license.
Two years’ experience with the design and construction inspection of public roads preferred but not required; or any equivalent combination of training and experience that provides the following knowledge, skills, and abilities.
Knowledge of the principles and practices of professional civil engineering and skill in their application to road construction and maintenance projects.
Ability to plan, direct, manage, and evaluate the work of contracted and employed technical and engineering personnel, including but not limited to Engineering Programs and Records Managers, Engineering Technicians, Road Maintenance and Shop Foremen, Maintenance Workers, Survey Crews and Mechanics.
Ability to communicate with tact and diplomacy.
Ability to establish and maintain effective working relationships with officials, co-workers, contractors and diverse members of the public.
Ability to perform the physical demands of the job including working outside in a variety of weather conditions and walking safely on rough terrain, with or without reasonable accommodation.
Become IDOT certified inspector within two years of date of hire and maintain certification without lapse.
