Provide professional facility support services to support NAVFAC in delivering timely and professional engineering and architectural products, services and consultation from project inception to construction completion for the Navy, Marine Corps, and other Supported Commands. Projects include minor works projects, specific projects, special projects, demolition, and maintenance for shore stations in locations throughout the United States and overseas. Work will also include recommendations to the Government for the preparation of performance based contract solicitation packages and contract oversight (quality assurance) on Architecture and Engineering (A&E) and construction contracts.
Construction Manager supports individual projects and program-wide management duties. Duties support the entire life cycle of a project; from problem identification, through planning and programming, design and construction contracting, completion of construction, and update of facility and program management data systems.
Review pre-final contract drawings and specifications (including technical RFPs) with respect to constructibility and compatibility with actual field conditions
Make construction site visits to monitor progress and solicit input from the Engineering Technician/Quality Assurance (ET/QA) representatives.
Take necessary actions to assure contractor’s quality control program is provided in accordance with the contract requirements and that three phases of quality control are being utilized.
Document and monitor the contractor’s technical compliance and progress relative to assigned contracts/orders
Active DoD Secret clearance required
Minimum seven (7) years of experience as a Construction Manager, Project
Manager, Field Engineer or Quality Control Manager (QCM) on commercial/industrial type
facilities, utility or waterfront related contracts valued in excess of $5 million.
Possess a sound
understanding of the overall supervision of construction operations and a sound understanding of
engineering concepts, principles, and practices applicable to construction.
Minimum five years’ experience in c
onstruction engineering and management for both design-bid-build and design-build
Knowledge and experience with Microsoft Office products. Ability to utilize
applicable DoD computer systems and software used by the Command.
Ability to prepare and
provide briefs to senior leadership
Technical knowledge of designer and contractor roles and ability to coordinate
technical solutions to unforeseen problems during construction.
inimum of five years’ of experience with identifying the need and reason for
a modification to scope, cost and/or schedule based on collaboration with the contractor,
Supported Command, designer and/or other entities.
Minimum five years of experience with preparation of a request for proposal
including sketches and drawings on the modification, preparation of an independent government
in support of negotiations.
25% travel anticipated
