As part of our high-performing team, you will augment our vital work to provide u201ceyes and earsu201d technology to protect our nation.n nThis position will serve as a field construction manager responsible for assisting Customs and Border Protection (CBP) execute its infrastructure construction, maintenance and repair program, which generally consists of the life cycle planning and execution of construction, maintenance and repair along the borders of the United States.n nThe construction manager shall have experience in project and construction management including planning, acquisition, execution, controlling and closing of projects. A background in design and or construction management is required. The candidate shall have strong communication skills, a demonstrated ability to deliver u201cinnovative solutionsu201d and possess the skill of u201ccreative problem solvingu201d.n nThis is a full-time, temporary position lasting 12-18 months.nResponsibilitiesnn Supports the Government Contracting Officeru2019s Representative (COR) on the site daily.n Responsible for site safety, permit compliance and coordination with other adjacent projects.n Monitoring Contractor performance, scheduling, effectiveness and quality control.n Manage inspection and office staff. Responsible for record keeping, correspondence, compiling and delivering of required reports. Chair various project meetings, record and distribute meeting minutes.n Reviews completed work of QA representatives/Con-reps for technical soundness, compliance to contract terms, adherence to schedules, and compliance to safety standards.n Review and approve daily inspection reports and payment quantities in accordance with requirements.n Prepare Change Orders for overruns, changed conditions and additional work for the COR as required.n Log and Coordinate with the designer to respond to Contractors submittals, RFI's and shop drawingsn Ensure all work including design complies with CBP Tactical Infrastructure Design Standards.n Responsible for successful project execution including management of scope, schedule, budget, risk and contractor performancen Responsible for ensuring timely elevation of project issues to the COR for resolutionn Identifies, evaluates, and mitigates risks, issues, and opportunities for construction effortsn Serves as the project expert and spokesperson for the project(s) with responsibility to present, explain, and defend program management issues and directions to higher-level official in CBP,n DHS, and other government agencies and interested public groupsn Collaborates with the other CBP projects, Business Management, key stakeholders, and other offices throughout the construction effortsn Supports project related outreach efforts as requirednnQualificationsnn Experience in one or more of the following areas:n n Construction managementn Infrastructure maintenance and or repair experiencen Civil/site design experiencen n 10 years of experience and a Masteru2019s degree in architecture, engineering, business, management, or finance; or, 12 years and a Bacheloru2019s degree, or 15 years in lieu of degree.n Project Management Professional (PMP) certification is a plus.n Experience in managing similar construction projects in size and scope.n Professional Engineering (PE), Engineering Intern (EI), Engineer in Training (EIT) or registered architect (AIA) is a plus.n Proficiency in Microsoft Word, Excel, Outlook, PowerPoint, and SharePoint.n Ability to communicate clearly with a variety of stakeholders.n Ability to effectively solve problems.n Strong communication skills, both oral and written.n A true team player who maintains a positive attitude in a dynamic environment.n Experience in managing simultaneously, multiple projects with independent schedules and budgetsn Ability to travel 25% of timen Work location is the San Diego and Calexico CA areasnnAbility to pass a government background investigation, including financial, criminal, residential, educational, foreign affiliation, prohibited substance use, and employment verifications; active U.S. Customs and Border Protection background investigation preferred.
