Profile

The Department of Planning and Development is primarily responsible for handling and ensuring fulfillment of tribal contractual agreements for the construction activities of tribal projects. The department is also responsible for upholding ordinances, codes and following through with necessary procedures for development and construction of projects. The Department of Planning and Development engages in business decisions providing owner representation and acts as a liaison among the San Manuel Band of Mission Indians, management, design, consultants and contractors in all developments.

Under the direction of the Director, the Assistant Project Manager is responsible for ensuring that projects remain on schedule and within budget. The Assistant Project Manager provides business and administrative support to facilitate the planning and coordination of activities of projects to ensure that the goals and objectives of the project are accomplished within prescribed time frames and deadlines.

Essential Duties & Responsibilities



  • Ensures all drawings and specs are available for personnel and that they accurately represent the work to be done
  • Coordinates with Project Controls to assist in the development, maintenance and management of document control (e.g. submittals, POs, materials, change orders, O&M manuals)
  • Ensures that all safety policies, rules and regulations are followed and enforced
  • Performs regular onsite visits to observe and ensure that the work is being performed in accordance with instructions
  • Assists Project Managers in work schedules, determining manpower levels, and arranging for the assignment of project employees
  • Assists in the coordination of project activities to ensure projects progress on schedule and on budget




  • Communicates effectively with contractors responsible for completing various phases of the project
  • Takes meeting minutes and tracks action items
  • Based on PM needs, coordinates the architects, consultants, contractors, subcontractors and laborers
  • Prepares and submits contract documents to be processed through the Legal department
  • Assists in developing scoping statements for construction projects for the purpose of providing them to architects, contractors, construction management firms, etc. for selection and awarding of contracts
  • Maintains communication with Tribal Citizens as needed and appropriate
  • Ensures close-out documentation is complete and submitted to Document Control
  • With a focus on the team and with a positive attitude, performs other duties as assigned to support the efficient operation of the department




Education/Experience/Qualifications







      • Bachelor’s degree in civil engineering, architecture, real estate development, or construction management required
      • A minimum of three (3) years’ experience supervising or managing high impact construction projects required; five (5) years’ experience preferred; experience in casino projects preferred
      • Equivalent combination of education and progressive, relevant and direct experience may be considered in lieu of educational requirement
      • Proficiency with reading project plans, specs, contracts, purchase orders, change orders, etc.
      • MS Office Suite and Project experience required
      • Basic understanding of construction law, safety standards and fire code required
      • Some AutoCAD knowledge preferred
      • Ability to work effectively with diverse populations
      • Must be detail oriented and possess strong organizational skills
      • Ability to handle sensitive and confidential information appropriately






Certificates/Licenses/Registrations



  • At the discretion of the San Manuel Tribal Gaming Commission you may be required to obtain and maintain a gaming license
  • Professional engineering or architectural license preferred
  • Construction management or project management certificate preferred
